國際海事組織(IMO)之法規從2020年開始大幅度地強化船舶用燃料的硫含量,中國政府也從2019年將整體沿岸指定為硫磺污染物排出規定海域(ECA),中國的船舶用燃料市場目前面臨相當大的轉折點。另一方面,在保稅地區販售的船舶用燃料市場,目前大約是1000萬公噸的規模左右,由於還在持續擴大,預計將會成為推動未來市場很大的原動力。
